Global Goal 17: Revitalize The Global Partnership For The Goals

The content of this post intends to provide a general overview of Global Goal 17 —more specifically, what it encompasses and why it is important to achieving the rest of the Sustainable Development Goals. If you have read other articles in our Global Goals series, you will have noticed that the achievement of all previous goals is based upon international cooperation and the development of solid alliances between neighboring countries, and those who share a specific problem. This is Global Goal 17 in a nutshell —however, said goal is more clearly defined below, using information from the 2030 Agenda for Sustainable Development.

GLOBAL GOAL 17: STRENGTHEN THE MEANS OF IMPLEMENTATION AND REVITALIZE THE GLOBAL PARTNERSHIP FOR SUSTAINABLE DEVELOPMENT

Global Goal 17 is, perhaps, the one that best reflects the ambitious nature of the 2030 Agenda for Sustainable Development, and thus, the one that best reflects the sheer amount of work that is needed to accomplish all targets contemplated in it. All 16 Global Goals that have been reviewed until now have a specific focus —however, since the target of Goal 17 is cooperation, it spans a wide action frame.

In order to achieve the goals, Global Goal 17 seeks to revitalize global partnerships in five different fronts:

  • Finance
  • Technology
  • Capacity building
  • Trade
  • Systemic issues, which encompasses policy and institutional coherence, multi-stakeholder partnerships, and data, monitoring and accountability

FINANCE

The implications of working towards Goal 17 on the financial front encompass helping developing and least developed countries to improve domestic capacity for tax and other revenue collection, as well as attain long-term debt sustainability. This is to be done through the mobilization of resources by developed countries, who are meant to increase their official development assistance grants by 0.7% for developing countries and 0.2% for the least developed ones. Further efforts include the implementation of coordinated policies that promote debt financing, relief and restructuring, as well as adopting investment promotion regimes to battle debt distress in least developed countries.

TECHNOLOGY

GG17 focuses on achieving “international cooperation on an access to science, technology and innovation and enhance knowledge sharing on mutually agreed terms”. It is no secret that access to and use of technology heralds the power to trigger economic growth and sustainable development. Global Goal 17 promotes cooperation among countries to not only advance in science and technology, but to grant least developed and developing countries the opportunity to enhance their use of enabling technology to achieve sustainable development. This must be done in parallel of developing and implementing environmentally sound technologies to ensure true sustainability.

CAPACITY BUILDING

GG17 aims to enhance international support for implementing effective and targeted capacity building in developing countries to support national plans to implement all the sustainable development goals.

TRADE

Seeks to achieve a universal, rules-based, open, non-discriminatory and equitable multilateral trading system, which is transparent and simple and contributes to facilitating market access to least developed countries. This, in turn, will allow said countries to increase their exports, which are set to be doubled by 2020.

SYSTEMIC ISSUES

Regarding policy and institutional coherence, GG17 seeks to enhance macroeconomic stability and policy coherence for sustainable development, while respecting each country’s policy space and leadership to stablish and implement policies for poverty eradication and sustainable development.

Global Goal 17 also promotes the establishment of multi-stakeholder partnerships for sustainable development, which encompasses sharing of knowledge, expertise, technology and financial resources. This is to be done at the public, public-private and civil levels.

Finally, Global Goal 17 seeks to enhance capacity-building support to developing countries in order to achieve availability of high-quality, timely and reliable data on demographics, GDP and progress on sustainable development.
